Sideline Shenanigans Critique

An elementary school physical educator looked forward to his 3rd hour class, because it was the one period he got to use the double gym, utilizing the main court lengthwise, instead of two courts the other direction. Nearing the end of a basketball unit, Teacher 'S' involved all students in a game by playing Sideline Basketball according to the guidelines below.

What did Teacher 'S' do well, and what could he have improved?

Class size = 21
3 on 3 on court at a time playing lengthwise
Rebounds must be cleared to sideline
May have up to one pass along sideline
Rotate those on court every 3 minutes

Critique

Complement 1: Teacher 'S' was aware that some modified game was in order and took steps to carry one out.

Compliment 2: Teacher 'S' modified rules to involve sideline players.

Complement 3: Teacher 'S' wanted to minimize sitting out, and consequently rotated players in and out of the game frequently.

Criticism 1: Involvement of players was insufficient. More frequent rotations doesn't change the total time a given player was on a sideline. Teacher "S" could have organized two sideline games going across the main court. This would have immediately doubled the time a given player was on the court (12, instead of 6, players at a time).

Criticism 2: An even better way to involve players would have been to play three games of 3 on 3 (18 players). Three of the teams could either rotate in one extra player, or the three extra players could make up a 7th team, which would complete some pre-assigned activity during their "down time."
